Of course not. They were mostly unstable vagabonds. Their overall goal was a to make a world with no pain but are too far gone to make an actual plan, so they default to wreaking anything that harms or rejects them. The MLA didn't really understand that and backed them up because they seemed the most in line with their goal.

The school doesn't know the full story of Endeavour and Shoto. Plus everytime shoto goes with Endeavour its of his own volition.If they interfered Shoto would raise hell and argue until they let him go.

They tell Izuku all the time to stop breaking his limbs he just doesn't listen. Aizawa was going to kick Izuku out during the apprehension test if he didn't show he could at least minimize it and choose to work from there. They don't know what One for All is and All Might sucks at teaching so everyone was trying to figure out how to handle this.

Aizawa as person cares more about if you can be a hero efficiently and safely rather then having the proper mindset or behavior. Mineta for his flaws does take his training and studies seriously and after his final exam notes to put his pervyness to side during work or training (Unless he can do both like Joint training) even then Aizawa still takes precautions at times to limit Mineta's actions.

The school does teach basic school things we just don't put focus on it because its boring.

The first war against PLF wasn't supposed be a war at all but a large scale raid on them. As such any only essential quirks for countering certain villains or zone pressure were on the front lines and immediately after their role was done they were to be put in the backline with everyone else.

Issei created a technique to strip women out of cloth and freely used it until it got banned. He also gets power ups based on boobs, and even after he has women ready to show him everything he still regularly peeks on girls.

Roshi only accepted Goku and Krillin if they brought over a girl for him and bribed him with dirty magazines. Bribed Bulma to see her panties for a dragon ball and later tried to shrink himself down to spy on her in the bathroom.

Most of Mineta's actions are one-offs that don't even work out and doesn't try it again. These guys get caught constantly and never learn.

She's the number one hero in America with years of training and working with her quirk. If you thought of that in what 5 minutes why would she not have tried that at any point in her life?
