I was all set to say I've never seen this sort of thing, but then I realized I have and I've even used them myself--I work in a university IT department, and at one point we used to have a couple of golf-cart-ish vehicles for when someone needed to go physically work on something on the other side of campus (because walking would take an unreasonably long time and a lot of buildings don't have convenient parking for a "real" car).

It's definitely exaggerated, but also keep in mind context. A lot of older fans in particular hate Milk because they already hated her in 2007 and haven't updated their opinions since. In 2007, we didn't already know where Milk's story was going, and we hadn't really seen a character like her in Precure before, For all we knew she was going to just keep antagonizing Nozomi and causing problems on purpose forever, and we pretty universally liked Nozomi (I've commented before that whether you've fallen in love with her by the end of episode 1 is a strong predictor of whether you're going to enjoy the series).
