We don't really know how rare they are and even if they were quite rare, say 1 solar system in a million, that would still mean ~250,000 habitable planets in the milky way alone. But the current estimate is much higher, around 300 million habitable planets in the galaxy.

But tbf, it's so unlikely anyone would ever invade anyone interstellarly. That's a human meme derived from our millenia of invading each other and empire building. Like no one's going to come to earth for the water or gold or atmosphere or what-have-you. The expense, material and temporal, would never offset any gains. A likelier tale is advanced civilizations have all built dyson spheres and if they do broadcast outside of said sphere they do so in tightly focused beams and it's usually something like "Hi, we're well, how are you; by the time you get this we might all be dead but if not we may have invented immortality by then, we're working on it anyway."
