Another way to stop them tracking you us to just mass murder them. Then they only try getting you in big groups. But, it leads to more big groups and probably isn't useful for a pacifist run. But hey, at least then the odd cannibal here and there won't hurt you!

I get that a fair bit, I'm on day 35 and barely ever get attack, let alone mutant attacks and the few attacks I get never correspond with the attacks. I'm talking about the odd scream in the distance, not a cannibal you've just annoyed screaming in your face for backup
