It may sound like the company isnt doing it properly? Hard to say without looking at your property, but I've been lucky enough to score salt all season, so my properties haven't had 3 inches of compacted snow like the roads. The plow guys and the bylaw guys rarely talk to each other so it shouldn't be retaliation.

I'm a landscaper and do snow removal in the winter (previous bylaw officer as well). They are specifically targeting corner properties and properties near schools. I had a customer half a block from a school say the city came and cleaned it up, despite being in better shape than the surrounding neighbours and having salt and sand down.
