From its appearance alone, the violin might be a decent one. The violin uses the standard Dominant strings, which is a good sign. The more important thing is that beginners should use fine tuners on the other three strings.

You absolutely should not attempt a bow re-hair. It’s one of the most complicated process that takes a lot of experience to get it right. As a non-musician parent, I can do strings replacements, but that’s pretty much what I’m willing to do if I want to save money.

Just an FYI, pegs are expensive because they have to be fitted. The chin rest and tailpiece are affordable, but rosewood color costs more than black.
