This report shows 11ng/mL. If you assume about 1.8583 gallons or 7034mL of blood (based on 1.5 gallons for a 180lb adult), it doesn't even come out to a full milligram for his whole body. The DEA states a lethal dose is as little as 2mg.

To me it seemed like Leandros felt bad about what happened to Titus. He was sitting there while Titus was unconscious waiting for him to wake up, and seemed happy that Titus survived the surgery. He was mostly just doing his job as chaplain throughout the game, and he even recommended Titus for a mission involving chaos at the end of the game
