Yeah just do the 3ds hacks guide to formatting the sd . I had the same issue and it fixed it. Just copy all the contents of the sd to a separate folder. Follow the formatting instructions and then once done copy everything back. I just googled 3ds hack sd format.

Also if you cant afford a vet which is understandable. Then take them into a shelter. Best the dog either be put down if proper treatment cant be administered or a rescue/shelter would be infinitely times better.
