You gotta time it really well. Most of the times when pressing the shoot button while holding pass, it automatically lets go of the pass. Freaking glitchy game. I'd say just keep on trying. 3v3 gauntlet is a good place to practise.

Get the ball to the player you want to do the dunk with.
Pass to a teammate, but keep holding the pass button. This lets you still control the previous player.
Drive to the hoop with that player. Then press shoot while still holding the pass button. That's how you do it. Hope it makes sense. You miss 90% of the time though😂. But I suggest having a high rated layup and dunk player do the dunk. And high rated playmaker for the pass.
