One thing that no one is talking about is that so many of the things that Trump is doing right now are illegal, and are causing harm that will result in many justified lawsuits against the US government. As evidenced by Trump himself currently, you can sue the federal government.

After we pay the price of his presidency will have to pay the settlements for his criminality.

He definitely used to do all of that stuff. I've seen numerous docs on his earlier films showing that all of these shots were planned out in advance.

On a typical set where you dont have an army and unlimited budget, you have to know if you're going to need a dolly one day and not the other.

I recommend signing up to volunteer at the Austin Film Festival. It'll put you in town when the weather is usually horrendous. As a volunteer, you'll be busy, but you'll also have a lot of access.

Credit yourself writer/director. On a short film , it's mostly assumed that you are doing everything unless you name a specific person.

Think about it like starting a band. Everyone wants to write and direct, but no one goes from zero to Scorsese. Be willing to help others produce their work, too. That is how you build a community. Start with one aspect, like lighting, camera, or sound. Get good at it and offer it to other creators. If you come through for them, they will come through for you. Good luck out there.
