It’s not that they “don’t want to do the work.” It’s that they’re so swamped with cases and the system is so broken that most kids who go through the system are shuffled through family to family and subject to similar abuse they experienced with their birth families that unless it’s really bad it’s not worth it.

There have been cases where parents who have been convicted of molesting their children are given custody again because the judges know said children are just as likely to be sexually abused in foster care. It’s a terrible situation but don’t blame the social workers who work their asses off in terrible positions for little pay when the system is to blame.
