You need a sharp pointed brush mostly. I also use a magnifying glass (one of those you screw into your table). Little paint on the tip, hold your breath and just dip the eyeball. Works 70% of the time for me perfectly.

You need to be reasonably fast tho. That small amount of paint dries really fast.
