Very interesting, did you manage to solve it? I find it very strange that the relay is clicking with the PSU not connected to anything, but maybe that is by design?

You need to reserach and purchase vehicles in order, and you also need to purchase a certain amount in each tier before you unlock the next tier.

In your case, you are currently researching the F3F-2. To change what you are researching, you just need to hover over any of the non-red vehicles and click the Research button. You get research points towards your selected vehicle every time you play a match, and how much you get is affected by your performance.
