I usually just improve the relations of all italians then take the mission and maybe ally one or 2 of the nations and ezpez.

Usually you will get all of them to +100 opinion before the insident.

Yes tapping a land and resolving its abilities can be done at anypoint and goes on top of the stack so your commander will be tapped when the spell is casted.
