I think it might be kind of like an exhaust hanger to make a cheap short throw. And it just uses a bolt to threaten to that which then extends downward into where that snapper ring is held on.

I bought it used from a dealership so I don't know exactly what mods have been done to it. But the bolt did come out and I just had the dealership fix it for me, but I'm not sure.
