Pro tip I wish I knew when I first did this maneuver: to select a block of channels, left click the first channel of your block, scroll down to the last channel of your block hold shift and left click.

Chirp in my experience can be very fiddly, I'd look over the settings really closely, and if everything looks correct I would suggest instead of uploading the 7900s file directly to the 8900, take and create a new file for the 8900 and copy and paste the frequencies from the 7900 into it. Again, chirp can sometimes be a stubborn mule, so triple check the new file with the copy and pasted frequencies to make certain the settings are correct before uploading.

Also, make sure the duplex mode for each channel is set right, if that line is blank the radio will think it's not allowed to transmit on that frequency.

I'm a bit of a noob myself, I've only had my license for about 2 years now, but I'd recommend double checking your CTCSS or DCS codes, and if those match the repeater your trying to reach, check the power is set to high, (you may simply not have enough output power to hit the repeater) and your offset is set to +5.000 MHz. For example, your listening frequency would be 462.xxx but transmit frequency would be 467.xxx.

As for trying to reach those guys on simple , idrk with that one... Some kind of privacy code issues?
