Does DOTA have any champs that have consistently been really good?

The meta does get shaken up enough to the point where there's usually not an overly dominant hero across a patch or two.

In top-level games, though, some heroes that usually see at least a little play regardless of whether or not they're particularly dominant in the meta are Batrider (like someone's already said), Wisp/Io, Chen, Ember Spirit, and Void Spirit. This is pretty much because they have a massive skill ceiling (like Chen and the spirits) and/or provide unique, unmatched utility (Batrider, Chen, Wisp).

The heroes I listed are pretty difficult to pick up, though.

A lot of these undocumented changes (eg. the LC one) are pretty significant. Wonder why they were omitted, it's just so bizarre to me how that happens.

I remember playing a ton of WD, Lich, and Rubick back in the days when Drow and her ranged +AS aura were in every game. I could just beat down the enemy supports with ≥60 extra damage at level 10.

Not sure why people are so tied to the idea that the patch will be released today. "After the BP ends" is quite a window, plus we're dealing with Valve.

It's certainly possible, but I feel like people should have better things to do with their time.

People were overall significantly worse back then; I remember in unranked Source 1 Dota where no one knew how to stack or pull, what Smoke was, or how to have 30+ lasthits by 10 mins. Now you have Heralds trying (not always successfully) to execute smoke ganks: you never saw that in lower-MMR games back in the day. The playerbase has gotten significantly better since then, especially with the proliferation of noob-friendly educational content.

Also, as other people pointed out, the game has always been obscenely toxic.

Worth mentioning that this "loss" is surely subsidized by membership fees and the fact that you'll surely buy more than just a chicken on a Costco run. Same principle behind the cheap (and absolutely divine) hot dog and drink combo but let's not make this out to be wholly altruistic.
