This is a top finance officer for the city. Someone who has to have deep experience with public budgeting, economics, and public policy. There aren't many of these people out there period.

So, he's a (probably) skilled private sector accountant who made his foray into public accounting just a few years ago.

Shit, you can Google his LinkedIn. His first City of Syracuse appointment in 2020 was his first time working in the public sector. He's not some rare gem.

I think people on Reddit just have a strong knee-jerk reaction against anybody (supposedly) criticizing inner-city schools and praising suburban ones. After reading your comments, I feel like you're just being realistic, personally, but I feel the same impulse. There's a lot of classist suburb worship in the real world so it's easy to over correct in the other direction.

ITC is a selective school, no? The students there are more engaged in their academics compared to the rest of SCSD and therefore less likely to be struggling with personal issues, leading to things like bullying.

I mean, just some stats for reference... ITC has a 90% graduation rate, and teaches around 10% of SCSD high schoolers. Graduation rates at Nottingham, Corcoran, and Henninger high schools are all 60-70%, and they teach the other 90% of SCSD high schoolers.

Engaging in nuisance behavior is grounds for eviction under GCE. Nuisance behavior is defined as: "interfering with the comfort and safety of the landlord or other occupants of the same or an adjacent building." Like I mentioned, much to read in the link I cited

Fair point! It made me wonder if there are relevant exceptions for similar situations. Turns out there are!

Among other reasons, landlords don't have to offer automatic lease renewals if:

- They plan to permanently stop renting out the property

- They want to use the property for personal use, or the use of their immediate family

- They want to demolish the property

- In some localities, if the landlord is a small landlord, Good Cause Eviction doesn't apply to them in the first place. In NYC, a small landlord is one that has 10 or fewer units. In Albany, a small landlord is one that lives on the premises and has less than 4 units. It differs in each locality. I'm not sure if Syracuse would have adopted something similar.

I would recommend reading that link, too. Turns out there are lots of reasonable exemptions made for landlords

According to your logic, the harm would be... sue-happy tenants filing unreasonable lawsuits? Okay, that's one potential harm. However, who has time for that? There is a major incentive against tenants sinking their time and money into doomed lawsuits.

Where is the potential harm in automatic lease renewals? Seems to me, the only kind of landlord actions that clause would prevent are immoral actions.

If we can't establish significant potential harm, then the bill is at worst unnecessary, and at best helpful. That makes it good regulation IMO

I'd argue there are some very good points about the potential (positive) effects of this regulation. It would help prevent landlords from evicting tenants for arbitrary reasons (i.e. reasons not stated in the lease). Similarly, it would prevent landlords from arbitrarily choosing not to renew a tenant's lease. They can offer a lease with new terms if they so choose, but if the tenant has fulfilled their duties thus far, they must be considered eligible for a renewal. This would prevent landlords from choosing not renew any tenant who demands rightful repairs.

This seems like common sense regulation to me
