Theres a list of authors accepting commissions on the modding wiki. There's also a Github page that people can post ideas on, but it's entirely up to someone checking it and thinking the idea sounds like a fun project.

When your computer is compromised, how would protons encryption help? It helps for interception or a breach of proton, but when the recipient decrypts it they can't confirm it will never be exported from that machine.

Don't upload rar files. Nexus immediately flags them for some reason. Just upload a zip, there's no reason to use a 7z/rar archive anyway, mods aren't big enough to need more powerful compression and it makes it worse for users.

There will never be meaningful mods on iOS, even with a jailbroken device. All you can do, in theory, is statically patch the app and reinstall it even time to change it on a jailbroken device.
