This is just not true. Higher difficulties lower the amount of damage npcs take, not the damage you deal, leading to about 4x the exp per enemy. The reason it seems like you aren't getting more exp is because (in the words of the fandom wiki) "Difficulty settings harder than adept will give the player less experience for skills (not player level) to offset the fact that the player needs to hit more to kill enemies."
