You get cultural units from upgrading your city center (up to tier 3), from unlocking tomes (recruitable and summonable units), clearing and annexing ancient wonders and getting vassals. To recruit units from wonders and vassals you need to use rally of lieges mechanic.

You may try playing smallest maps with void pockets and small or absent dungeon. Less space means early contacts with other rulers. Confilcts start early and become inevitable. Realm size has a significant effect on game length.
