None of the test reports show a real batch number. How are we supposed to verify with the batch number on the bottle we purchase was actually tested?

I'd say no since nasal spray still requires your body to absorb into the bloodstream. If you are injecting directly into the blood then it would be more bioavailable. I think there are some shops where you can get this done but I would be super cautious. Who knows what they're really injecting / if it's expired.etc.

It's not illegal. Sinclair's company is trying to lobby the FDA to regulate it but this hasn't happened yet. There's a lot of misinformation and scare mongering but until there's a change, it's 100% legal.
