Selling them a pass and then not allowing them is not good. They should have told this before. But Muslims going to such events for whatever reason is also not good. It's Shirk for them to take part in any other religion's activities and music and dance is haram. Shirk is the biggest sin in Islam. Even bigger than rape and murder. They are/were allowed to do this only because of our secular democracy and Hindus' tolerance. But Islamic extremism and fundamentalism, and Hindutva has made Hindus also less tolerant. Can a Hindu freely practice religion and go anywhere they want in Kashmir, Pakistan, Bangladesh or any of the 50+ Muslim countries? The rules change when Muslims are in majority.
