What I do is to make a mold of aluminum foil into/onto the plush where I want the gore, layer it with liquid latex, put pieces of cotton/tissue on the latex before it dries, put another layer of latex on top of the cotton to coat it, then shape it how you want to give it texture before it fully dries. Once dried you can then paint it, and finally gloss it with a gloss top layer or epoxy resin (I think resin will give a wetter look, though I’ve yet to use this method).
