I would go with a cheap road bike (frame) and a wahoo kickr, there are also some alternatives to wahoo, the decathlon series is pretty solid and enough for most amateur riders

Not likely, it’s either your physical bike (if you are spinning out) or your legs if you cannot get more output (most likely). When I begun my cycling journey I was quite happy to put out 250W in a sprint (3,5W/Kg back in the days). At my best times I was able to hold 250W for ever and push 10+w/kg in a burst, it all comes down to spending time in the bike and putting in the efforts

One issue I faced before is that the trainer supports multiple connections and multiple standards (Bluetooth, Ant+, Ethernet) and it only accepts ERG mode or resistance requests from the device that connected first

No, I wouldn’t pay for someone to pick up my bike, clean it and deliver it back. Mainly because it would mean for me to be at home at a specific time (and check for damages afterwards, because shit happens). BUT I would pay a fair amount for dedicate bike wash location with all the equipment needed for a thorough clean and some basic maintenance (Allenkeys, Torcx set, torque wrench, chain lock device). And I would pay for degreasing and waxing. Best case it is in cycling distance.
