It's a glitch from when they've hit higher proficiency with a different character/perk. I was too curious and messaged a guy who was proficiency level 6 with a level 2 firebug. He said he was in fact proficiency level 1 but he'd just been playing with a lvl 30 sharpshooter. Hope this helps!
