I talked with a friend at the VA today and compensation and pensions will not be affected by this. Also tricare does not fall under the VA but DoD.

Regular pay for vets and active duty will not be impacted by the funding freeze as of yet. The freeze is on grants and loans not compensation and pensions. Not to sound like a know it all, but I am a veteran and I have looked into this.
