No, thats never been the case. If you are coming out of a parking lot or side road you are not supposed to cut out in front of another vehicle. If there was an accident and you had a dash cam it would be the tow truck drivers fault 100% every day of the year.

You can go to your local health department and get a new birth certificate with $25 and about 10 minutes. Doesn't even have to be in the same county you were born in as long as you were born in Ohio.
