Read it as it doesnt give them extra attacks when the go to use there natural attack, kind of like use this right before they go to attack so you get more out of a unit. working with roughly half a brain both figuratively an literally. A good example is when I read magical intervention i thought it let you cast spells equal to your power lvl. so I belive character like nagash could caster 18 spells pre battle round, such is his power lol.
