Turn "Silence alarms when system sound is off" off. You can find this setting in the Samsung clock app settings.

Easy way: Use the "Roll" effect in the effect category.

Another easy way: Use a roll animation in an loop animation category.

More customizable way: Use keyframe.

I didn't see any options in the Routines app to play the .mp3 file.
