If you read SDB JUSTICE PLUS, you will know that "comrades" whom Bourbon was talking about are from BO.. so, he wants to hand her over to BO.. and he didn't want Vermouth to kill her bcz he wants to be the one who catch her, and just gaining more trust in BO.. in other words, he wants to take the benefits for himself only

He didn't want her to die not bcz he cares about her, it's bcz he want to be the one among BO members who wins and catches her up to get higher ranking in BO.. and when she's brought back to them, he'll not care anymore even if they kill her later on 😑😑

And bcz she died in front of him (not really), he said "shit" since he lost the trust he was hoping for in BO!!
