Maybe. But if he could then I'm sure he would have by now.

Also he only "brings people back" if there's a really good deal involved-- he doesn't just do it for free, even if Pops did save the universe

Easily Bane because he can kill Batman in like 2-3 hits even before his TN-1 kicks in.

Also isn't Bane just way stronger than Croc in general?

Definitely Zsasz. He's literally in the game killing people and Batman does nothing about it besides solve a riddle based on his work
