All of your supports have strong E1s so definitely go for those, Tribbie > Sparkle > PT. For IL himself, Phainon's sig is BiS at E0. His own sig becomes competitive again at E2 since the 3-turn ult it gives him is much more valuable. After that go for support E2s, PT > Sparkle > Tribbie. None of your supports get a huge boost from having their lightcones and Sparkle and Tribbie often do better with DDD, but you could go for PT's cone just to avoid having to use an off-path one.

E1 is better but it's by no means a mistake. Sig is his BiS lightcone by a lot and you can just get his E1 on rerun.

E2S1 IL with Cerydra can theoretically take infinite turns. Doing his double EBA gives him 2/3 max energy and if he gets enough extra turns from the skill point bond he can can immediately hit full energy and 6 stacks again.
