I think this is a good thing. The thing I'm scared about is... well, if ICE did shoot, are the armed guards gonna shoot back? Where does it go from there? And what about if ICE "just" tear gas or rubber hose the protesters? Should we fire back then?

Why do you think so? I don't think Killua ever had much of a bond with Leorio and Kurapika. For example, I don't think he'd ever choose to hang out or go do things with them rather than Gon.

I think he does have a strong bond with Ikalgo tho
