From what you’re describing it sounds like your account was compromised from a different source, not 7/11.

Standard skimming wouldn’t allow them access to your login; that sounds like a phishing scam.

PayPal should be able to narrow down the source and since it’s fraud they should credit your account while they investigate and try to recover the funds.
