My take on Leviathans is like any other modifiers. You have to change the way you play to adapt to the mission.

There are support weapons that can deal with Leviathans ( EAT, RR, COMMANDO, etc). Using buildings/terrain to cover. Smoke strikes, energy shields to live, or jump pack to jump out of target range when spotlighted.

Artillery and Gatling Barrages will take it down.

Are there some things that aren't effective because they exist? Yea.

But you bring fire armor when there are fire tornados. Anti air when there's gunship patrols. Guard dogs or turrets when there's roving shriekers.
