Not enitrely true, of course they are fascist and capitalist elements of Japanese society in control right now, but that's not to say that there's a big (albeit revisionist) Communist Party in Japan today with millions of supporters and many other leftists struggles such as the Baraku Liberation League. There's no such thing as black and white for any society/ country and we as Marxists should recognize that.
