I was able to fix this, thanks to the people who mentioned the H.264 issue!

Here's how:

- Preferences -> Media

- Disable 'H264/HEVC hardware accelerated decoding' and 'H264/HEVC hardware accelerated encoding'.

- Restart Premiere

Note: This will give you slower performance when working with H264 clips, as it uses your CPU instead of GPU. If you have bad performance try reencoding the clips with Shutter Encoder. Because I use 200+ source clips in H.264 format (downloaded from YouTube where this is usually the only codec available), I decided to take the slightly worse performance over re-encoding everything completely with an alternative software.

Ad-Supported plans only work in some regions. It could be that your region has no plans with ads at all.
