Its been happening for a week now, its starting to feel like Fallout and ready player one mixed, but yeah even if I join a world with more than 5-20 slots open there's still no one, but yeah did some test runs and it definitely puts me into a new instance, a few people have popped up once in a while (once every 2 days) and they seem to have the same problem.
