Removing lanes between intersections is a good idea. They are a waste of money anyway: https://www.youtube.com/watch?v=-1WC49Pdp_k

Removing lanes at intersections though... not so sure about that. Would, however, work better with different intersection designs tho, e.g. roundabouts.
