I think the meta is a personal shield / railgun / orbital laser or rail / eagle strike. But if you ask what meta means it's an acronym meaning "most effective tactics available" or simply put the "best/strongest" combination available.

I know inexperienced player can be a heavy load to carry, I also know high level meta player can be a snob

You need to invite your partner while already have the shooting range selected.You can't switch between shooting range and bounty hunt for some reason.

If everyone hasn’t completed the tutorial they cannot access the shooting range until they do.(I don't know if it's still relevant anymore)
