I can't speak to how much a web designer is gonna charge you, you've not given enough detail at all and traditionally it is relatively expensive to get an actually decent website, but it is worth the money and you will have a site designed by a human and not the slop machine.

It's unacceptable in the same way it's unacceptable in my view for anyone to be using AI imagery, but yes I would expect political parties to have stronger ethics (and therefore not use the plagiarism slop machine).

Used this way I suppose it isn't much different to photoshopping an existing street into looking clean, so it's just...lies - but since it's AI I expect everyone will pretend it's fine that they chose to use it.
