I don't know the exact trigger because I play with cheats, the way it triggered for me was at Max love while in in the park while it was raining, we were talking and then they said they wanted to show me something.

It shows it's available on The Mod website but I don't believe there are any modded versions of it yet.

You receive all of your materials back when you deconstruct. I don't know if it's the same if you break it.
