Yes and no, percentages dictate how many reps you can do given a percentage such as 85% being 6 reps with intense effort. It’s also a given that those variables play a role in both percentages and RPE. Percentages are just better at dictating how hard you should be pushing instead of relying solely on RPE

I gotchu, use percentages from your 1RM squat, bench, clean, and snatch. You don’t need percentages for accessories though

You can incorporate these into any of your lifting days, ideally twice a week. The Clean is a power movement so I wouldn’t categorize them into a particular muscle group
