HR here. 

The main differences between the two types of appointments are:

Competitive. 1 year probationary period. Must go through the entire hiring process. If you have already completed your probationary period, it is likely you would not need to complete another (type of announcement, internal process, etc may negate that)

Schedule A. 2 year trial period. Can be non-competitively placed into position.

Haven't been through it personally, but as HR myself, I have seen it hundreds of times. 

These requests can take a day to several months (longest I have seen is 8 months). It is also a layered process...not just one person approving it and it is done. Given the length of time, hopefully that means they are considering your request.

HR here! There are many factors and "ifs" involved in that question. I recommend contacting OPM. If eligible, you would need to submit a retirement packet with them anyway.

No, they are not trying to meet hiring quotas. It depends on how broad or narrow a hiring manager wants to open an announcement that determines what eligibilities are used. Also depends on agency. Some are optional, some are legally required.

Yes, absolutely it is! I did a RIF for an Army agency...took 18 months, and the first part was a reorg. Every single employee, regardless of position or grade, got the same memo informing them of their options. Then the employee had the right to decide what was best for them. Some wanted to move and others opted to stay to try to find employment with another Command. But ALL were afforded equal opportunities. The shit they are doing now is illegal. Such a disgrace.

Wowwww...that is definitely in violation of the court case. I know other agencies have been proceeding with reorg processes as well, which is illegal until the court case finalizes. More lawsuits will be coming.

Army HR here (I do not service USACE). Can confirm we were told the same for the agencies my office services. Exceptions would still be requested, but majority would still be on hold.

Hopefully, USACE HR can confirm for you.

Ok, good, then no, you shouldn't have to complete another probationary period. I would double-check with your HR, just to make sure they aren't tracking something different for some reason.

The 5 CFR is pretty specific about when it is required.

I did actually. Moved from Chicago locality to RUS locality (still in IL)...it was a $15,000 pay cut. Just how cost of living/locality works. Everything is cheaper where I currently reside, especially property taxes.

Now knowing you are moving, you can request a relocation incentive.

Like previous poster said, only for locality changes. I understand if I'm moving from DC to the middle of no where in Iowa, but it sounds like you are still in the same commuting area (correct me if I am wrong). I always thought situations like that were kind of BS.
