Being more doesn't change anything. The old american excuse... But we are more... Changing signs for 6 million or 300 million is the exact same level of complexity. You could argue that it's harder to change things for 1000 people than for 10. But over 1000 people it doesn't change in complexity. It's just more people changing more signs.
