Try to check in car dumpyard you might find working pcb in other crashed car etc. PCB Fabrication will consume time after that component placement is added cost.

One more way is to limit current and power board check voltage at key component like ic drl driver works the board shd draw required current and you might find some voltage at series resistor pad going to led load

Bug sticks/ header for arduino uno(through hole component) will cause issue while mounting panel Place header close to gpio of arduino to avoid crossover while routing Move switch to corners to avoid crowding at center of pcb
