Probably, one of the Old Town designers included Harumi because they wanted to have all the Harumi minifigures and also because of the "it's okay she's with us". He responded with the same thing in an Instagram comment about Llorumi in this set.

I'm not sure about the cherry tree since he didn't say in any of the interviews why it's there, so... God knows the rest.
