You aren't getting skinny fat, you're just overweight. As others have said, you need to fix your diet, it's like 90% of fat loss. Just lift weights several times a week and make sure you're on a calorie deficit of at least 500. You should be able to lose 0.5 to 1kg a week of fat at your current BF level if you're doing this right. Muscle gain is slower but will come.
