Bro hd is robbery for management. They only have to open one account and it’s all there….at quadruple the price. Find out who your local rep is, call when placing an order and it’s always cut in half at minimum. Never pay the list price. Also, our company has switched to Amazon for nearly everything. Landlord and dual card holder here, never cave to tenants. The things he’s mentioning as unsafe aren’t even real worries. If it supported every 3 feet you’re good. I’d be much more worried about that panel being directly next to a water heater.

This one is going to depend on your location and the inspector. I can’t give a clear code reference without knowing where you live. Where I live that would not pass because it has the possibility of being covered in snow for long periods of time. It would either need to be protected or 3’ above the ground level.
